The first mobile X-ray in the fight against smuggling in Greece

GEK TERNA Group has placed into trial operation the first state-of-the-art mobile X-ray unit in Greece for the digital inspection and recording of the contents of trucks and containers passing through the country’s land and port entry and exit points. This innovative equipment, which will be used by the Independent Authority for Public Revenue (IAPR) Customs Authority, was presented yesterday at a special event at Piraeus Port Authority, in the presence of the United States Ambassador to Greece, Kimberly Guilfoyle, the Governor of the Independent Authority for Public Revenue, George Pitsilis, the CEO of the Information Society S.A., Stavros Asthenidis, and the General Director of Business Development of GEK TERNA, Emmanuel Moustakas.

Mr. Moustakas, opening the event, stated: “The first state-of-the-art mobile X-ray unit will soon be added to the IAPR’s arsenal in the fight against smuggling and cross-border crime. GEK TERNA Group, through the broader project it is implementing for Customs Service, is actively contributing to the digital transformation of our ports.”

Ms. Guilfoyle emphasized: “Border protection is a fundamental priority and requires reliable equipment. The delivery of the new system, based on U.S. technology, substantially strengthens border security and forms part of the Greece–U.S. strategic cooperation. Through innovative technologies such as mobile scanning units, the response to critical threats such as organized crime, terrorism, and smuggling is reinforced. These solutions safeguard Greece’s entry points and, by extension, Europe’s, confirming our shared commitment to security, stability, and cooperation.”

Mr. Pitsilis highlighted the importance of strengthening border and port protection through modern technologies that enhance the fight against smuggling, in close cooperation with international partners.

Mr. Asthenidis stated: “This is one of the most important strategic projects of the Greek government, addressing critical challenges such as smuggling and substantially strengthening control mechanisms. Through close cooperation with the Independent Authority for Public Revenue, the project is progressing according to schedule toward completion.”

During the event, officials demonstrated how the vehicle operates: operators, using scanning technology, have the capability to produce three-dimensional imaging of the contents of trucks and containers passing through land borders, ports, and major transport hubs.

The mobile X-ray unit enables complete and reliable inspection of cargo without requiring the unsealing or unloading of goods, ensuring the uninterrupted flow of trade. It forms part of the broader digital transformation project of the tax and customs authorities, undertaken and implemented by GEK TERNA Group following an international tender conducted by Information Society S.A.

The project includes the installation of specialized equipment (barrier gates, automatic license plate recognition and recording cameras, etc.) and the development of an integrated digital system for monitoring and managing the movement of vehicles and containers. Its implementation is expected to contribute decisively to the prevention and suppression of smuggling in critical sectors such as petroleum products, tobacco products, coffee, and alcoholic beverages, as well as to combating drug trafficking.
